ECONOMIC DEVELOPMENT SPECIALIST. City of Hayward, Department of Community and Economic Development.
Prepared a market analysis of the downtown business district which included designing, conducting and interpreting a market survey, developing a large data base of the Redevelopment Area, business clustering, marketing and business recruitment strategies and recommendations for physical improvements.

The market analysis identified the need for improving the physical appearance of the downtown and upgrading the management and merchandising capabilities of downtown merchants. This led to establishing a retail technical assistance program with individual merchant assistance and a series of workshops Also, a facade improvement loan program was established which involved drafting design guidelines, solicitation and selection of architects and contract administration.

These projects required City Council and CDBG funding applications, marketing the programs, selecting consultants and architects through the RFQ process, contract development and management, participant applications and drafting contract and loan documents.

Other duties included working with other staff on various projects; staff supervision; participating in City Council, Economic Development Commission, Chamber of Commerce and Design Review board meetings; business retention and recruitment including presentation materials; marketing; public speaking; Section 106/CEQA historic preservation review documentation; and developing monthly Business Recognition Award presentations for the Mayor.

Consultant in economic development, business management, organizational development, meeting facilitation, mediation, and historic preservation throughout the country. Provided commercial district management consulting: training to community groups interested in establishing or operating comprehensive economic development programs. Areas of assistance included market analysis, business recruitment, and marketing, design, strategic planning, budgeting and implementation strategies.

SBA Consultant: Provided internal operations diagnosis and problem solving for small businesses (under 100 employees) in companies ranging from a jewelry manufacturer to a landscape architectural firm (including SBA assistance programs).

Founder of Dynamic Systems, a consortium of business management and organization development consultants working in a wide range of consultant expertise.

SENIOR PROGRAM ASSOCIATE. National Main Street Center (NMSC), National Trust for Historic Preservation.
Provided business district assistance to over 300 communities throughout the country to individuals, communities, state governments and statewide organizations in economic and business development, marketing and promotion, business recruitment, vision and strategic planning, and architectural, signage and graphic design.

Participated in developing curriculum and served on the faculty for the NMSC Professional Certification Institute for downtown managers, all components. Developed a detailed template work plan for the first 18 months of a typical Main Street program, including budgeting and committee coordination. Additional responsibilities included training new NMSC field staff, marketing the National Main Street Center’s services, development of new training components, slide shows and publications, contract development, negotiation, budgeting and project management.

DIRECTOR. Greensburg Community Development Corporation, Greensburg, Pennsylvania.
Director of a commercial district revitalization program. Initiated a $3 million loan pool and $30,000 facade grant program which led to 22 rehabilitation projects in the first year of the program. Coordinated a large public improvements project requiring a cooperative effort of over 100 property owners and city and county governments. Negotiated a development project involving an Amtrak-owned property, Managed a feasibility study for developing a downtown parking structure, participated in negotiating a $3 million mixed-use development project. Spearheaded establishment of a design review ordinance and drafted design guidelines and administrative procedures (staffed resulting commission). Supervised building and business surveys and conducted business recruitment, retail promotions, and special events. Worked closely with the printed and electronic media to promote the organization. Spearheaded a statewide conference on commercial district management which resulted in establishment of a new state-wide association of downtown managers (Pennsylvania Downtown Center).

REGIONAL DIRECTOR. Ohio Historic Preservation Office. Columbus, Ohio. Coordinated revitalization and historic preservation activities in a 16 county region. Spearheaded the first Main Street downtown revitalization program in the state. Drafted a publication on developing and implementing design review ordinances. Conducted training in historic tax credit rehabilitation projects. Conducted historic surveys and drafted National Register nominations. Founding member of the Ohio Chapter, American Society of Architectural Historians.

POLITICAL REPORTER. Iowa Legislative News Service. Des Moines, Iowa. Analyzed and interpreted state legislation, Attorney General’s opinions, debate, interim study committee meetings Governor’s press conferences, budget hearings and Senate debates for a specialized technical publication.

EXECUTIVE DIRECTOR. Sherman Hill Association. Des Moines, Iowa. Administrator of a non-profit inner-city residential neighborhood revitalization organization. Served as liaison between property owners and real estate brokers, lending institutions and city and state agencies. Directed a home repair grant program. Managed and participated in promotional activities including a fundraising symphony concert, jazz festival, house tour and bi-monthly newsletter. Coordinated development of a comprehensive planning document for the area. Assisted the local government in establishing a city-wide design ordinance for residential neighborhoods.
